PSDD is a three year project financed by UNDP/SIDA/DFID to provide support to the Royal Government of Cambodia’s National Committee for Management of the Decentralization and Deconcentration Reforms (NCDD). NCDD has a mandate to design the Law on Administration of Provinces, Municipalities, Districts and Khans; design and implement a preliminary national program for sub-national democratic development; prepare and adopt the preliminary framework for the implementation of decentralization and deconcentration (D&D) reforms, mobilize international funds for D&D; facilitate the dialogue between development partners and the Royal Government of Cambodia on D&D; and programming of funds from a number of development partners. NATIONAL ENGINEERING ADVISOR:
1 position available in the Department of Local Administration, Ministry of Interior
To provide technical support to DOLA to strengthen the efficiency, transparency and effectiveness of infrastructure related investments at the sub-national levels, and to provide technical assistance to the NCDD Program Support Team to support the implementation of the NCDD Annual Work Plan and Budget 2007. |
NATURAL RESOURCE MANAGEMENT AND LIVELIHOODS ADVISOR:
1 position available in the NCDD Program Support Team, Ministry of Interior
To assist the NCDD Program Support Team to implement the NCDD Annual Work Plan and Budget 2007 by providing technical assistance to sub-national levels for investment and capacity building in natural resource management and livelihoods. |
INFORMATION TECHNOLOGY ADVISOR:
1 position available in the Department of Local Administration, Ministry of Interior.
To provide technical support to DOLA through training in the use of database, management of database, preparation of reports generated from the databases and technical support to the management of the LAN system. |
PROVINCIAL FINANCE ADVISOR:

To provide technical assistance and build capacity in PRDC/ExCom Units in the implementation of decentralized financial management systems and procedures, and build capacity and assist the Provincial Treasury to maintain records and prepare reports required for the Commune/Sangkat fund. |
SENIOR PROVINCIAL PROGRAM ADVISOR:

To assist PRDC/ExCom by providing technical advice and management support to implement the NCDD AWPB 2007 by effectively supporting government strategies on decentralization, deconcentration, good governance, poverty reduction, gender mainstreaming and natural resource management. |
PROVINCIAL INFRASTRUCTURE ADVISOR:

To assist PRDC/ExCom and provincial line departments by providing technical advice and management support on planning, implementation, monitoring and evaluation, contract design and reporting. |
